In Pool A, the competition will feature heavyweights Georgia and Spain, as well as rising sides from the Netherlands and Switzerland.
This will be the first Rugby Europe Championship for the Swiss, after they were promoted from the Rugby Europe Trophy division.
Pool B has another championship contender, Romania, along with Portugal, Germany and Belgium. The Portuguese were the runners-up in last year's competition.
